[DevTools] Unable to restore the DevTools to it’s last position using keyboard.

Issue description

Chrome Version: 66.0.3359.81 (Official Build) Revision fb2352fc7d3d530687ff90d6ccc195efd640c1a7-refs/branch-heads/3359@{#569} 32/64-bit.
OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac OS X(10.12.6,10.13.1,10.13.4).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and press 'Esc' key to open Console drawer window.
2. Click on 'Top' drop-down list and select 'mv-single(single.html)' option from drop down list.
3. Now press "Ctrl+Shift+D" key from keyboard to restore the DevTools to last position and observe.

Actual: Nothing happens on pressing "Ctrl+Shift+D" key from keyboard.
Expected: DevTools window should restore to last position on pressing "Ctrl+Shift+D" key from keyboard.

This is a non-regression issue, seen from M-60 series.

NOTE: This issue is also reproducible on M-65 Stable (build # 65.0.3325.181), M-66 Beta (build # 66.0.3359.66) and M-67 Canary (build # 67.0.3388.0)
