[Chrome][M65][Android 8.0] ANR in com.android.htmlviewer when accessibility service is on

Issue description

Steps to reproduce the problem:
1. Go to Settings > Accessibility > Services > Enable Switch Access
2. Go to Settings > System > About phone > Legal information > Third-party licenses
3. Click the link to see the license
4. Swipe up and down quickly 
5. Repeat 3~4

What is the expected behavior?

What went wrong?
ANR occurs in com.android.htmlviewer.
A reproduce rate is 3 times out of 10 tries.

Did this work before? Yes 

Chrome version: 65.0.3325.109 3. Reproducible on Nexus (M): Yes  Channel: stable

sandeepkumars@, it's reproducible on Android 8.0 Chrome 65.
So it would be great if you try to test with Android 8.0 nexus device.

Tested the issue using #65.0.3325.109 on Pixel; 8.0.0, Nexus; 6.0.1 and could not reproduce the issue as per the steps mentioned below.

Steps:
1. Navigated to Settings > Accessibility > Services > Enable Switch Access
2. Navigated to Settings > System > About phone > Legal information > Third-party licenses
3. Clicked the link to see the license
4. Swipeed up and down quickly 
5. Repeated 3~4
6. No ANR is seen

As per the original comment ANR is seen in com.android.htmlviewer rather in Chrome.

Requesting UI>Accessibility team for further triaging of the issue since this issue isn't reproducible from TE end.

I couldn't reproduce this on Chrome 69, so I'm closing as WontFix. Feel free to reopen if it still reproduces!
