Regression: Inconsistent behavior of blue indicator is observed in chrome://downloads.

Chrome Version: 66.0.3359.81 (Official Build) Revision fb2352fc7d3d530687ff90d6ccc195efd640c1a7-refs/branch-heads/3359@{#569} (32/64-bit)
OS: Windows(7,8,8.1,10) & Linux (14.04 LTS)OS

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.provos.org/tmp/content.exe
(2)Open NTP hit ctrl+J to open downloads > click on 'keep dangerous file' such that overlay appears.
(3)Switch to other tab observe the downloads tab, again switch to downloads tab right click on tab > pin tab and switch to other tab, observe pin tab.
(4)Now drag tab out and back to original window, switch to other tab and observe the downloads tab.

Actual: 
1. Blue indicator doesn't appear for downloads tab (i.e after step 3)
2. Blue indicator is seen for pin tab of chrome://downloads but again vanishes after dragging tab out/in of original window.

Expected: 
1. Blue indicator should appear for downloads tab (i.e after step 3)
2. Blue indicator should be seen for pin downloads tab even after dragging tab out/in of original window.

This is a regression issue broken in 'M64' and below is manual bisect info
Good Build: 64.0.3281.0(Revision:520392)
Bad Build:  64.0.3282.0(Revision:520840)

Note:
1. Issue not seen on Mac(10.13.1, 10.12.6, 10.13.4) OS
2. Issue is seen on latest dev #67.0.3386.1 & latest canary #67.0.3388.0 as well.

You are probably looking for a change made after 520758 (known good), but no later than 520759 (first known bad).
