Non-Regression : In Lock screen Cursor is still seen at 'Password' field after Uber Tray is opened and unable to enter Password

Issue description

Chrome Version:  65.0.3325.209/10323.67.0 Stable channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now Click on Uber Tray and click on 'Lock' option
(2)Observe Cursor is in 'Password' field -> Now click on Uber Tray
(3)Now type password from Keyboard and observe unable to enter even cursor is available in 'Password' field

Expected: 
a)Should be able to enter Password in 'Password' field  even Uber Tray is opened
(or)
b)If it is intended change  then after clicking on Uber Tray Cursor should not be seen at 'Password' field

Actual: Instead 
a)Unable to enter Password if Uber Tray is opened
(or)
b)Cursor is seen at 'Password' field after clicking on Uber Tray

This is Non-Regression Issue seen from M-62

@wzang : please confirm the Issue

Note: Issue is working fine in M-60

Focus has moved to the uber tray, so I think the current behavior is reasonable. Emulating the previous behavior would be tricky/hacky.
