Disconnect Google Drive account doesn't stop upload of remaining files

Issue description

Chrome Version       : 67.0.3383.0
OS Version: 10542.0.0

I was looking into about:net-internals and noticed plenty of lines like below 

"https://www.googleapis.com/upload/drive/v2/files/1_BE5QxyixjIHpX52YyA2wlYXkvHJPLYM?uploadType=multipart"

I decided to disable all my apps, extensions, killed all tabs and processes but no luck this was still happening...

I dive further and notice after toggling on and off internet that the first URL hit actually comes from a user agent called "chromedrive".
I don't get it... I actually checked "Disconnect my Google Drive account" long time in Chrome OS settings.

However there is a bug... I believe there was still a file being uploaded at that time when I checked this... and now it keeps hitting Google Drive API but doesn't actually upload file as I've disabled it.

I've re-enabled Google Drive integration and let it finish uploading remaining file. And about:net-internals goes back to normal.

We may want to fix this.
