mouse cursor doesn't hide on keyboard based scrolling

Issue description

1. Load http://output.jsbin.com/xarizilahi or any page with a scrollbar
2. Scroll down with either the spacebar or arrow keys

The mouse cursor should disappear. This used to work in Chrome and still does in Safari and Firefox (on Mac anyways).

The mouse cursor does correctly disappear when typing into text fields though.

This feature is desirable for reading text (e.g. ebooks, news articles, etc) because it gets the mouse cursor out of your face and makes for a more immersive experience.

No idea when this regressed.

Able to reproduce this issue on latest stable 65.0.3325.181, on latest beta 66.0.3359.81 and on latest canary 67.0.3389.0 using Mac 10.13.3. i.e; Cursor doesn't disappear on scrolling using arrow keys.

Observations:
1. In Linux and Windows cursor doesn't disappear in Chrome and Firefox.
2. In Mac cursor disappears in Firefox and safari.

Issue is seen from M-60 in Mac. Hence considering this issue as Non-Regression and marking as Untriaged. Removing Needs-Bisect as well.

I'm fairly certain this is a regression. It may just be a very old one.
