In Chrome OS, it is possible to have multiple displays, and each display has a notification center bubble.

However, MessageCenter::SetVisibility assumes there is a single message center visibility state, and message_center::UiController also assumes that, which can result in unexpected behavior e.g. popups don't update properly.
