Add support for aria-details in ChromeVox

Specification:

Search the Chrome codebase for output.js (under chrome/browser/resources/chromeos/chromevoxcvox2/background).

You will find a function hint_: which adds secondary output for ChromeVox to speak.

You can also add a test in
background_test.extjs or output_test.extjs

to assert a given html snippet containing aria-details generates the correct output.
