[Findit] Flake Analyzer - Allow config to determine whether to use new or old pipelines

Issue description

currently to run new pipelines requires config property to be set + rerun only. Support running normal analyses regardless of rerun

[Findit] Flake Analyzer - Use new pipelines based on config only

Currently new pipelines for flake analyzer are only active if config is
set and when an admin triggers a rerun. This will allow the new pipeline
to run based solely on what config says.
