VRB : site info popup gone after clicking OK on exit VR prompt

Chrome Version: 67.0.3384.0
OS: Android 8.1.0 on Pixel 2

What steps will reproduce the problem?
(1) Navigate to https://www.google.com
(2) Enter VR Browsing
(3) Click the padlock on the URL Bar to get the Security Site dialog
(4) Click on the "SITE SETTINGS" link, Click OK on Exit VR dialog.
Compare to 
(5) Click on the "Details" link, Click OK on Exit VR dialog

What is the expected result?
The behavior should be the same for both.  Exit VR should be displayed while everything else is hidden.  Clicking OK should return the user to the Site Dialog with the Content Pane behind it.


What happens instead?
"SITE SETTING" - Shows Exit VR dialog with everything hidden. OK dismisses the Exit VR dialog and the Site dialog.
"Details" - Shows Exit VR dialog on top of Site dialog.  OK dismisses the Exit VR dialog but leaves the Site dialog up.

Behavior for both "Details" and "SITE SETTINGS" is the same now (see  issue 829043 ). However, in both cases the site info dialog is gone after clicking ok on the exit prompt.
