The Arc app drag-and-move seems broken on tot

What steps will reproduce the problem?
(1) Open Playstore, unmaximiz it
(2) Move the mouse to its left or top edge and try to resize it

What is the expected result?
The ARc app window can be resized correctly

What happens instead?
The opposite edge is moving 

It's a regression issue as it worked fine in Chrome version 67.0.3384.0 (Arc version: 4682675).
