`navigator.geolocation.getCurrentPosition` "always times out" on page refresh

Issue descriptionChrome OS Version: <From about:version: Platform 65.0.3325.181> Chrome OS Platform: <MacBook Pro 15-inch 20017. Sierra Version 10.12.6> Network info Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) On page load call `navigator.geolocation.getCurrentPosition` (2) Refresh page (3) Watch call time out I have not tested if the call takes longer than a minute to complete but in a previous version of Chrome (sadly I did not check what version I was running when I could not reproduce this issue locally). It was only after updating chrome that this issue immediately produced itself. How frequently does this problem reproduce? (Always) What is the impact to the user, and is there a workaround? If so, what is it? Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
