[Pixel Canvas] Bugs related to Display Size (#enable-display-zoom-setting)

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.30.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.67 Safari/537.36
Platform: 10452.30.0 (Official Build) beta-channel lars

Steps to reproduce the problem:
1. Enable the #enable-display-zoom-setting flag in chrome://flags
2. Play around with the Display Size settings

What is the expected behavior?

What went wrong?
I experienced various issues related to the Display Size setting.

1. This one only happens at 130% and 145% zoom: Activation point of the auto hide shelf is above the bottom by a few pixels. Because of this if the mouse pointer is moved faster than a certain speed to the bottom, the shelf will not appear. It appears when the cursor is moved slightly up. 

2. Non maximized windows snapped to the side will have a gap between the window and the edge of the screen. The size of the gap varies, but it's only a few pixels. It seems to change when the window is resized horizontally and snapped again to the side. (Visible for eg. on screenshot 01)

3. There is a transparent gap at the bottom of the title bar of the Settings window. Varies when vertically resizing the window. (Visible for eg. on screenshot 01)

4. Right after changing the Zoom Size setting the texts may be rendered blurry in the Settings window. This seem to be fixed by resizing the window. (Visible for example on screenshot 05. Difference between the text in the dropdown and the rest of the texts in the window.)

5. Contents of Android app windows are rendered blurry at all times on non 100% zooms. (Visible on screenshot 01)

6. Wallpaper is blurrier on non 100% zooms (Comparable between screenshot 03 and 04)

7. Something may be wrong with the resolution too, since at various zooms the screenshots are not 1920x1080 but are 1919x1079 or 1920x1079
