Layout Test fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html is failing

The following layout test is failing on [insert platform]

virtual/scroll_customization/fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html

Probable cause:

This test looks pretty flaky in various platform.

The flakiness dashboard doesn't appear to show linux_chromium_rel_ng.
Two more failling runs:

Mustaq, could you have a look? This test should probably be rewritten without timeouts and using WPT/testharness.

Summary: Layout Test fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html is failing (was: Layout Test virtual/scroll_customization/fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html is failing)
Not sure why the 6-year old test started failing recently.

 Issue 829567  covers the main test suite.

Re #c1: FYI you need to select "webkit_unit_tests (with patch)" to show flakiness dashboard for try bots which don't have webkit_unit_tests step. However, the result may include failures caused by patches.

TestExpectations for fast/events/touch/scroll-without-mouse-lacks-mousemove-events.html

The recently-added virtual/user-activation-v2/ needs the same expectations
as other suites. While we're here, also update the bug numbers.
