WebRtcApprtcBrowserTest.MANUAL_WorksOnApprtc fails on webrtc.fyi MacTester

Suspected relevant error message from the logs produced by the test run:

ERROR    2018-04-03 14:47:48,939 http_runtime.py:404] bad runtime process port ['']
Test failed: Error: Could not find video element with id local-video

It appears like something goes wrong with running the local server hosting apprtc.
