When focused input is programmatically updated VoiceOver reads removed text part

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. Turn on VoiceOver on macOS 2. Open the testcase file (or this JSFiddle link: https://jsfiddle.net/3ggmr62b/5/). Focus should be automatically set to the input 3. Wait. Each 2 seconds input value will be updated What is the expected behavior? Each time the input is updated, new input value is announced (this way it works in Safari). What went wrong? Each time input is updated removed (!) diff of the input is announced (I think it is a confusing behavior). Did this work before? N/A Does this work in other browsers? iurii.trambitckii@ Thanks for the issue. Able to reproduce the issue on Mac OS 10.13.3 on the latest Canary 67.0.3387.0 and Stable 65.0.3325.181 by following the given steps above. Can observe that on the input which is being updated in the given JSFiddle is not in sync with the voiceover announcement. Attached is the screen cast for reference. This is a Non-Regression issue as this behavior is observed from M60 Chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..
