GSuite for Education users cannot make in-app purchases.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Apps > Additional Google Services > Chrome Web Store enabled
2. Apps > Additional Google Services > Google Payments enabled
3. Sign in to chrome with an end-user account.
4. Try to make an in-app purchase from an extension
5. Purchase window pops up but states "In-App Payments is currently unavailable. The transaction could not be completed. Please try again later.

What is the expected behavior?
Purchase window pops up and allows user to enter their card details to make the purchase

What went wrong?
It appears that there must be some security policy in place which prevents end-users in an educational setting from making in-app purchases.

Chrome version: 65.0.3325.181  Channel: stable
OS Version: 10.0
Flash Version: 

Tested this using a business account rather than an educational account and it works fine there. Only seems to be for users of a GSuite for Education domain.
