What steps will reproduce the problem?
(1)Sign in to user ->Now go to above URL -> download any file
(2)Now go to Files App  -> Select downloaded video -> Right Click and select 'Open with Video Player' option 
(3)Maximize the window  -> now at 'Volume' option decrease volume by moving Volume Slider -> observe 'Volume' Icon i.e. no change in 'Volume' Icon after increasing or decreasing Volume 
(Please refer Video and Screenshot)

Note: At Uber Tray ->  decrease volume by moving Volume Slider -> Observe 'Volume' icon and increase volume -> Observe 'Volume' icon i.e. Volume Icon changes according to the change
(Please refer 'Expected_VolumeIcon' video)

Expected:  Volume Icon should change after increasing or decreasing Volume 
Actual: Instead No change is seen for Volume Icon  after increasing or decreasing Volume 

This is Non-Regression Issue seen form M-62
