Steps to reproduce:
1.Launch chrome and go to above test URL.
2.Noe click on 'Add to chrome' button and observe icon on add extension overlay.

Actual: Momentum extension icon is seen blur on add extension overlay.
Expected: Momentum extension icon should not be seen blur on add extension overlay.

This is Regression issue broken in 'M-66’ and Using the per-revision bisect providing the bisect results,

Good Build:66.0.3330.0(Revision: 531404 )
Bad Build: 66.0.3331.0  (Revision: 531794) 

You are probably looking for a change made after 531660 (known good), but no later than 531661 (first known bad).
