Anchors in Multi Columns behave weirdly

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Open https://s.codepen.io/betabong/debug/rdKRRy
2. Hover or click a link

What is the expected behavior?
Hovering and clicking works

What went wrong?
Links are not clickable anymore. Seems like they've been displaced.

Did this work before? Yes Chrome 64

Does this work in other browsers? N/A

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.13.3
Flash Version: 

Strangely when I add will-change: transform (or opacity) to the link, things work again.

Looks like a duplicate of  issue 823255 , fixed in Chrome 66 (stable on Apr, 17).

As the issue looks very similar to that of  Issue 823255  hence duplicating into it. please feel free to undupe if they aren't similar. Removing Needs-Bisect label.
