Top row of pixels unclickable when theme is installed

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. Install any theme (I'm running https://chrome.google.com/webstore/detail/late-night/pgbdhkpacgdhfabeceekiafonfkipohm ) 2. Place chrome on a secondary and non-primary display and maximize it. (I'm running a 1920x1080 display at 100% scaling) 3. Drag the mouse all the way to the top and try to click a tab. What is the expected behavior? The tab should be selected. What went wrong? the top row of pixels clicks on the browser instead of the tab. There is also a graphical glitch where you can see one pixel from the middle of the tabs and shifted to the right. Did this work before? No Chrome version: 65.0.3325.181 Channel: stable OS Version: 10.0 Flash Version: This bug only occurs with a theme installed and on a non-primary monitor. I have been unable to find a theme that works.

I am however unable to reproduce the issue on my desktop pc. (same theme and extensions) even when i change my scaling..

Unable to reproduce the issue on chrome reported version 65.0.3325.181 using Windows-10 dual monitor with steps mentioned below: 1) Launched chrome reported version on windows-10 dual monitor and installed theme from URL: https://chrome.google.com/webstore/detail/late-night/pgbdhkpacgdhfabeceekiafonfkipohm on system-1 2) Dragged the chrome window from system-1 to system-2 and maximise the browser 3) Moved the mouse all the way to the top and clikced on the tab, able to select the tabs opened in the browser @Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it in better way.
