Can't resize ChromeOS window in Linux

Issue description

Chrome Version: 67 (ToT)
OS: ChromeOS on Linux

What steps will reproduce the problem?
(1) Build target=chromeos
(2) Run
(3) Resize the borders of the emulated screen window

What is the expected result?

The ChromeOS instance resizes.

What happens instead?

The empty resized space is not rendered.

Please use labels and text to provide additional information.

This used to work, but stopped working recently. It's painful trying to debug ChromeOS in such a small default window size.

For graphics-related bugs, please copy/paste the contents of the about:gpu
page at the end of this report.
