Smooth scrolling click breaks common scrolling in canary

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3386.0 Safari/537.36 Steps to reproduce the problem: 1. Open any long page, like https://www.google.com/search?q=smooth+scrolling 2. Click the middle mouse button, see smooth scrolling cursor, do not scroll, then click the middle mouse button again to return to common mode. What is the expected behavior? Common scrolling works. What went wrong? Common scrolling does not work: the page is not responding to the mouse wheel (scrollbar and keyboard scrolling work properly though). Did this work before? Yes 67.0.3381.1 dev is still OK. Chrome version: 67.0.3386.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: 29.0.0.140 Next clicking does not fix the issue. Even page reload does not fix the issue. But if you do scroll smoothly a bit, the issue is gone.

vsemozhetbyt@ Thanks for the issue. Able to reproduce the issue on Windows 10 on Canary 67.0.3386.0 by following the below steps. Issue is not applicable to Mac OS and Linux. 1. Launched Chrome and navigated to the above link. 2. Clicked on the middle mouse button and not able to smooth scroll through the page. Removing 'Needs-Bisect' as this issue is reproduced only on Canary and it is working fine on the equivalent Dev build, hence unable to provide the bisect. Attached are the screen casts for reference.
