FilenameUtilTest.Generate{,Safe}FileName is flaking on Windows |

Issue descriptionI've seen this a couple of times now. https://logs.chromium.org/v/?s=chromium%2Fbb%2Ftryserver.chromium.win%2Fwin10_chromium_x64_rel_ng%2F114647%2F%2B%2Frecipes%2Fsteps%2Fnet_unittests__with_patch__on_Windows-10%2F0%2Flogs%2FFilenameUtilTest.GenerateFileName%2F0 It looks like that Windows bot has gotten into its head that image/jpeg is .jfif instead of .jpg.

The Windows10 bots have been going through some upgrades lately, particularly over in issue 819355 -- perhaps related?
