Only one external monitor is detected at a time

Issue description

Chrome OS Version: 10452.30.0, 66.0.3359.67 beta channel kevin

What steps will reproduce the problem?
(1) Connect two external monitors to the device (HP LP2465, 22CV241)
(2) Remove one monitor say HP LP2465
(3)

What is the expected result?
On connecting multiple external monitors to the device, all of them should be detected as soon as they are connected.

What happens instead?
1. Only one external monitor- 'HP LP2465' is detected
2. After removing the first one, second monitor- '22CV241' gets detected

So, only one monitor is detected at a time. This issue is not seen on M67 ToT build for eve.

weidongg, can you please take a look?
I think this is WAI, because kevin is on arm which supports a total of 2 displays (including internal display), while eve supports 3.
In that case, this would be the same as issue 698290.
