Redirect incorrectly blocked while purchasing airline tickets

Issue description

Chrome Version: 67.0.3382.0 (Official Build) canary (64-bit)
OS: OS X 10.13.3

What steps will reproduce the problem?
(1) Navigate to https://www.aircanada.com
(2) Attempt to buy tickets with a Visa card
(3) Wait for the "Verified by Visa" step to complete.

What is the expected result?
  The ticket purchase should complete.

What happens instead?
  The ticket purchase failed (maybe?), because Chrome blocked the automatic redirect.

(Routing to Internals>Network because I'm not quite sure where to route this. Sorry!)

Thanks for the report. Can you paste your about:version and any relevant devtools messages?

There are two interventions which use this UI, so it would be nice to see which one caused this.

Unfortunately, I've already closed the tab, but here is data from about:histograms:

Moving ownership to japhet, as it looks like a framebust issue not tab-under.

japhet: has anything changed since 67.0.3382.0 to fix this case? A brief glance at git log doesn't show anything but I haven't been following work for this feature very closely.
