WebKit Win10 failing

Issue description

The WebKit Win10 has failed the last 27 builds.

Not fully understanding the infrastructure it appears to be a capacity issue:

Please file such bugs with go/bug-a-trooper for faster response.

I suspect this is related to the issue with windows GCE bots which has been resolved: issue 819355. The bot now appears green; I'm merging it into the above issue, but please unmerge if the problem persists.
