BookmarkBarViewTest2.HideOnDesktopClick SendMouseMoveUITest.Probe started failing on 3/30. this might be related to switching bots from Win 10 RS1 to RS2. see bug 818381. The rollout started on 3/29 and took roughly 24 hours to complete. Adding Will as initial owner

Sheriff today, interactive_ui_tests failed today again: https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Win10%20Tests%20x64%20%28dbg%29/870 The errors seem to be related with network ("Failed to open Wlan client handle"). But it is not a consistent failure.
