Difficult to drag tabs out of tab strip

For MacViews, frequently [~50% of the time], when I try to drag a tab down out of the tab strip, the entire window moves instead.

And worse, sometimes, the window will move and the tab will drag at the same time, resulting in a lot of confusion.

Dupe of  issue 594079 ? My  issue 826498  has been also merged to that bug.
