What steps will reproduce the problem?
(1)Recover Build >> In OOBE go to Sign into your Chromebook page
(2)Click on More Options >> select Enterprise enrollment page and Observe

Actual: Enterprise enrollment Sign in page appears blank for the first time when it is opened
Expected: Enterprise enrollment Sign in page shouldn't appear blank

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS
