Non-Regression:Focus blink is seen on ChromeVox toggle while opening Accessibility settings overlay by touch

What steps will reproduce the problem?
(1)Recover Build >>In OOBE screen >> Touch on Accessibility and observe

Actual:Focus blink is seen on ChromeVox toggle while opening Accessibility settings overlay by touch
Expected: Either default focus should be seen on the ChromeVox toggle or no such unnecessary focus blinks should be seen.

This is a Non-Regression issue seen from M-62

Note: 
1.Issue is not seen in Linux,Windows OS 
2. Issue is touch device specific
