Holding the Refresh button to see its options only works if developer tools are opened

Reported by blizzard...@gmail.com, Apr 2 2018

Steps to reproduce the problem:
1. Hold the refresh button while not having dev tools opened
2. Nothing happens
3. Now repeat it with the dev tools opened - it works properly

What is the expected behavior?
When you hold the refresh button you should see the options submenu

What went wrong?
