Holding the Refresh button to see its options only works if developer tools are opened

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 1. Hold the refresh button while not having dev tools opened 2. Nothing happens 3. Now repeat it with the dev tools opened - it works properly What is the expected behavior? When you hold the refresh button you should see the options submenu What went wrong? If you dont have dev tools opened upon holding the refresh button you cant see the options Did this work before? Yes I don't remember the exact version but I remember it used to work.. Chrome version: 65.0.3325.181 Channel: stable OS Version: 10.0 Flash Version:

Thanks for filing the issue! Able to reproduce the issue on reported chrome version 65.0.3325.181 and on the latest canary 67.0.3386.0 using Windows 10, ubuntu 14.04 and Mac 10.13.1. As the issue is seen from M60(60.0.3072.0) considering it as Non-Regression and marking it as Untriaged. Hence requesting someone from dev team to have a look into this issue. Removing Needs-bisect label.
