For certain pages, Action Center item from Chrome doesn't open Chrome

Issue description

NOTE: modifying the description since the issue happens on certain pages. 

Chrome Version: 67.0.3386.0
OS: Win 10

What steps will reproduce the problem?
(1) Trigger a notification from Google Calendar via Chrome
(2) Let the notification moves to the Action Center
(3) Click on the notification

What is the expected result?
Open the calendar page in Chrome

What happens instead?
Opens nothing


Note: Clarification from the previous description -- Notifications from https://tests.peter.sh/notification-generator/ *do* open the page from Action Center.

Hi Peter, what is the desired behavior for calendar notification activation? Is it expected to open the associated page, or not?

The current implementation works fine for notifications generated from https://tests.peter.sh/notification-generator with different actions specified (open new page, focus, do nothing, etc).

- Updating the summary by adding "For certain pages"
- Adding two recordings (google calendar and pinterest)
- Note: https://tests.peter.sh/notification-generator works correctly, i.e. opens the page, from Action Center (my bad in the original description by generalizing)
