libicui18n.so.60: cannot open shared object file

Issue description

UserAgent: Mozilla/5.0 (X11; Linux i686; rv:59.0) Gecko/20100101 Firefox/59.0

Steps to reproduce the problem:
1. # pacman -S chromium
2. # chromium

What is the expected behavior?
Chromium should start up normally.

What went wrong?
If chromium is started via the UI, it doesn't start. If chromium is started from the terminal (see steps), the following error is outputted:

/usr/lib/chromium/chromium: error while loading shared libraries: libicui18n.so.60: cannot open shared object file: No such file or directory

This error was found using Manjaro Linux Version 18.0-alpha-1.

Unable to reproduce this issue on reported version 65.0.3325.181 using Ubuntu 14.04 with steps mentioned below.

1. pacman -S chromium-browser -- opened pacman game and able to play successfully.
2. chromium-browser -- Browser launched successfully but seeing error other than that mentioned in comment#0.

@Reporter: Please check the video and let us know if we miss anything. Also please check issue on fresh profile which do not have any apps/extensions. Please check issue on chrome build and let us know the behavior.

It looks like you're using an unofficial Chromium package, so there isn't much to do here. Please file a bug in your distro bug tracker, as it looks like a packaging issue.
