What steps will reproduce the problem?
(1) Use a chromeOS device and configure a custom wallpaper. Wait some time to ensure the wallpaper details had a chance to be synchronized.
(2) Remove accounts from that device.
(3) On a fresh ChromeOS device, sign those accounts back in.
What is the expected result?
Expect that the configured custom wallpaper is restored, on the new device.
Expect that, if it is not automatically restored, then it can be restored manually via Set Wallpaper -> Customized wallpapers.
What happens instead?
Custom wallpaper is not restored when signing in to a new device (this has been broken for at least a year, IIRC).
Previously it was possible to use the Customized section to find previous wallpapers to choose from, which would restore them.
As I was writing this, one of my signed-in accounts had its wallpaper automatically restored, and three of my eight previous wallpapers now show in Customized, suggesting that synchronizing that data just took a long time. However, in my second account the wallpaper is still the default, and no wallpapers are available under Customized.
