Chrome no longer offered for viewing local HTML files

Issue description

Steps to reproduce the problem:
1. Have a HTML file somewhere on your phone's storage.
2. Use Android's built-in file explorer (Settings -> Storage), navigate to the above HTML file and click on it.

What is the expected behavior?
Android's activity chooser pops up and offers a list of apps that can open that HTML file, among them Chrome.

What went wrong?
Chrome is no longer offered as an app that can open the HTML file.

Did this work before? Yes No idea, but definitively working in current release version (65.0.3325.109)

Chrome version: 67.0.3384.0  Channel: canary
OS Version: Android 6.0.1

It looks like https://chromium.googlesource.com/chromium/src/+/b9b03ea833f07ac5862564f57e5abad370b45d0d%5E%21/#F0 (https://bugs.chromium.org/p/chromium/issues/detail?id=821538) accidentally removed the <data android:scheme="content" /> entry from the "text/html"/"text/plain"/"application/xhtml+xml" intent filter.

Add back mistakenly removed content scene to intent filter

In https://chromium-review.googlesource.com/c/chromium/src/+/974445 I
failed to notice that the content scheme was only on the intent filter
with mime types. Assuming this was intentionally only on the filter
with mime types, I've added it back to that filter.
