No "keep" button on downloads bar

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. Download a file which "can harm your computer" (.dmg or .pkg for mac)

What is the expected behavior?
For a "keep" button to be shown alongside a discard button.

What went wrong?
No keep button is shown.

Did this work before? Yes 

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.13.4
Flash Version: 

Need to go to downloads page to download files of "can harm" type.

I wanted to report this bug as well. Here is what it was like with #mac-md-download-shelf flag off.

The file I used to test was uTorrent for Mac: http://www.utorrent.com/downloads/mac
