Can not whitelist JavaScript from address bar icon

Issue description

Steps to reproduce the problem:
(Ahead of time, disable Javascript by default.)

1. Click the favicon/lock in the address bar.
2. Click Site Settings.

What is the expected behavior?
I will see "JavaScript [newline] Block".  If I click that, I can choose "Allow" (equivalent to "Add Site Exception" in Settings/Site settings/JavaScript)

What went wrong?
Unless Javascript is already whitelisted for this page, I'll see only "Sound [newline] Block"

Correction, "Sound [newline] Allow" (by default).

This sounds like a feature request for the ability to change previously unmodified features on the site settings page on Android.
