Chrome Modern: new tab button on tab screen should have circle around it

Issue descriptionSteps to reproduce the problem: in the Chrome Modern design, when you go to the tab screen, the 'new tab' button doesn't have a circle around it like it does in Chrome Modern for desktop. And it's not just about being consistent with desktop; having a plus sign floating there without some kind of surrounding isn't ideal for touchscreen use What is the expected behavior? Tested on latest Canary #67.0.3384.0 on Pixel XL Android 8.1.0 Build/OPM1.171019.021 and observed that a border is not seen across the "New Tab" button if #enable-chrome-modern-design flag is enabled. Assuming this as Feature Request and updating the issue accordingly. Thanks!

forgot to note that the current Chrome design does have a rounded square around/behind the plus sign, which is better than having nothing at all. Obviously the circle from Chrome Modern for desktop would be better than the rounded square though

This is a UX question. We don't strive for identical UIs across mobile and desktop though due to the various constraints for the different form factors.

I understand, it's just that the plus symbol floating there isn't great, it doesn't look like a button

The button is 'circled' in the iOS version and it looks great... It's really strange to decide the Android button shouldn't be circled but it should be circled on iOS... |
