After a restart, Chromium/Chrome does not remember which windows were minimized to taskbar

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Steps to reproduce the problem: 0. Make sure you have "Continue where you left off" option selected. 1. Open few Chromium windows and open some webpages. Minimize some of them to the task bar and leave some of them on the desktop. 2. Quit Chromium 3. Restart Chromium What is the expected behavior? Ever since I remember using Chrome/Chromium (well over 8 years), Chromium would remember which windows were minimized and which were on the desktop and would restore them properly. What went wrong? After updating to 65.x.xxxx branch, Chromium no longer remembers which windows were minimized and which were on the desktop. Now it places all of them to the desktop and doesn't minimize any of them. Did this work before? N/A Chrome version: 65.0.3325.181 Channel: stable OS Version: Flash Version:

Bisected to: https://chromium.googlesource.com/chromium/src/+/ad2356e01c A related issue in Chromium 59-64 is that minimized windows won't survive a *second* restart of Chromium. This pre-existing issue bisects to https://chromium.googlesource.com/chromium/src/+log/b579d0a779..662c24fc6d with https://chromium.googlesource.com/chromium/src/+/662c24fc6d being the more likely candidate. I suppose fdoray@ and thomasanderson@ should be cc'ed here. :)
