Close/Minimize/Maximize widgets are way too big

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
After updating to 65.x.xxx Chromium (and Chrome) I've noticed that Close/Minimize/Maximize widgets are now huge. They look wrong and ugly.

1. Install chromium 65.0.3325.181-4 or google-chrome 65.0.3325.181-1
2. Set a theme like Arc theme (or some other theme)
3. Observe the huge widgets:

What is the expected behavior?
Widgets should be the normal size like the rest of the widgets.

What went wrong?
Widgets should be smaller.
This behavior was not evident in 64.x.xx branch. Specifically, chromium-64.0.3282.186-1 version has no such issues. In fact, I've never had this issue with Chrome/Chromium going back two years.

Did this work before? Yes chromium-64.0.3282.186-1

Unable to reproduce the issue on chrome reported version 65.0.3325.181 using Ubuntu 17.10 with steps mentioned below:
1) Launched chrome reported version and installed the extension from URL: https://chrome.google.com/webstore/detail/arc/hbdfppmhjaonjhackpeklbapakdofiko?utm_source=chrome-ntp-icon
2) Observed the Close/Minimize/Maximize button, the size remains normal

@Reporter: Please find the attached screen cast for your reference, try to test this issue by creating new person with no apps and extensions in it and provide your feedback on it which helps us in further triaging it.
