1.4% regression in xr.browsing.wpr.static at 542647:542705

https://chromium-review.googlesource.com/c/chromium/src/+/959557 caused a small increase in amount of memory allocated. This looks fairly expected since additional fields were added to PaintLayer, although a ~26KB increase seems high for that.

trchen@, can you take a look at this briefly and mark as WontFix if this is an expected increase?

The change is partially reverted at r545882. Interestingly the other benchmark showed a gain with r542668 and a regression at r545882, as opposed to this one.
