Enable rendering benchmark on perf bots |

Issue descriptionThe new rendering benchmark that merges smoothness and thread_times landed with an initial page set in https://chromium-review.googlesource.com/821473 We want to enable this on perf bots to run in parallel with smoothness benchmarks and then disable the smoothness benchmarks which are migrated. The benchmarks are rendering.desktop and rendering.mobile.
