9.4% regression in xr.browsing.wpr.static at 545920:546042

The V8 roll https://chromium-review.googlesource.com/c/chromium/src/+/980606 caused a sizable regression in a couple of V8 memory metrics, but this was fixed by a subsequent roll https://chromium.googlesource.com/chromium/src/+/cebfc209d737ca36c02775eb86f306cbe556ae69.
