Extension badges chopped off

Chrome Version: 67.0.3381.0 (Official Build) dev (64-bit)
OS: Mac 10.13.3 (17D102)

What steps will reproduce the problem?
(1) Have extensions with text overlays

What is the expected result? No chopped off text

What happens instead? Chopped off text

All extension issues I throw Devlin's way.

You are probably looking for a change made after 544959 (known good), but no later than 544964 (first known bad).

(Super easy repro:

1. Download and unzip https://developer.chrome.com/extensions/examples/extensions/buildbot.zip
2. Launch Chromium
3. Window > Extensions
4. Turn on Developer Mode
5. Drag the folder from step 1 into the window)
