Media Controls VR: Hovering over video element should show controls. Hovering off of video element should immediately hide controls

Hovering over video element should show controls. Hovering off of video element should immediately hide controls (like Desktop controls).

We should be handling hover unless the event is considered to be a touch event. Is it the case? In this case, could we solve this by special-casing immersive mode?

+ddorwin@, +vollick@, can you confirm that the "pointer" is considered a touch device in VR? It seems to be the case based on other bugs that were filed against the controls but I would like confirmation before writing a CL that blindly fixes it :)
