Is this for Android or desktop? On Android, we have tap to hide controls in this case

Should work on all platforms. "When UI is visible" = tap should toggle play/pause state while UI is visible.

UI hidden: tap shows UI.
UI visible: tap toggles play/pause.
Inactivity: UI fades out after delay.

hmm okay. We had decided on crbug/387494 to do differently, but I can change it if we are sure
