Account data will not sync

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. Start Chromium
2. Login to Google account
3. Data does not sync

What is the expected behavior?

What went wrong?
The bookmarks, extensions, etc, are not syncing

Did this work before? Yes 

Chrome version: 64.0.3282.119  Channel: n/a
OS Version: 64.0.3282.119
Flash Version: 

I also noticed that when I try to open Sync in Settings, the little modal window immediately closes.
 
The issue persists after deleting my ~/.config/chromium directory and ~/.cache/chromium.
After leaving Chromium running for some time, and navigating to the Chrome Web Store, all of my extensions and bookmarks returned.  The sync menu is now working as normal
