What steps will reproduce the problem?
1.Launch chrome and navigate to domino pizza online from above URL.
2.Click on 'Allow' button of Notification bubble and then click on 'Auto-detect' button  which is red in color.
3.Click on 'Allow' button of Location bubble  and observe.

Actual Result: Unwanted translation bar is seen for page.
Expected Result: Unwanted translation bar should not be seen for page.

This is a regression issue, broken in M-66 series, and providing the per-revision bisect info:
Good Build:66.0.3350.0(Revision:537343)
Bad Build:66.0.3352.0(Revision:538313)

You are probably looking for a change made after 537556 (known good), but no later than 537557 (first known bad).
