mouse wheel scroll stops randomly

Issue description

Chrome Version       : 65.0.3325.181
OS Version: 10.0

What steps will reproduce the problem?
1. cannot provide steps.. it just happens randomly

What is the expected result?
should scroll

What happens instead of that?
page does not scroll. it happens randomly and on every tab separately (scroll does not work in one tam, works in another same time, same chrome instance)

ctrl + middle click seems to restore scrolling

This issue appears to happen more frequently on sites that have the design pattern of a scrollable sidebar and scrollable main section that loads data via XHR. Specifically if you try and scroll while the scrollable area is still loading, you can freeze the scrolling one or more of the scrollable div tags. I was able to reproduce very easily on slack.com.

Trackpad scrolling works fine, but mouse wheel scrolling is frozen.

Additionally, I have seen scrolling while hovering over one scrollable div area causes scrolling to occur over another area (where the cursor is not hovering over). Occurs even after clicking into the area in which the cursor is hovered over to try get focus.

We started receiving reports from users after upgrading to Chrome 65 on Chrome OS last week.
